    Dear Partner:

    Feeding Westchester is accepting applications for funding under the New York State Hunger Prevention Nutrition Assistance Program (HPNAP).  The grant cycle runs from July 1, 2025 - June 30, 2026.  This means all expenditures must take place during this time period. This includes grants for HPNAP Food Line of Credit and Operations support/equipment. HPNAP Food Grant and Operation Support/Equipment recipients will be notified of allocations in July.

    Feeding Westchester would like to know more about the work you are doing and the impact on the community. Review each question carefully and provide a response. Please note, you should be as detailed as possible and refrain from leaving questions incomplete. Answers are reviewed by a committee and scored in accordance with the following criteria: Overall Application, Clients Served, Pounds Per Client, Agency Location, Overall Partnership. 

    High priority is given to ensuring HPNAP funds create the greatest possible impact. Please provide detailed and specific responses to all application questions. 

    Please review the below thoroughly and have a plan for completing the application timely:

    • Applications are open from Monday, May 5, 2025 and are due NO later than Friday, May 30, 2025 at 5:00pm.  Due to the volume of applications received, any applications received after this date will not be accepted.
    • All applications must be completed and submitted using the online application.
    • No handwritten applications will be accepted; no exceptions.
    • All sections must be Complete and Electronically signed for applications to be considered.
    • If you cannot complete the application in one sitting, please remember to save your work when exiting and provide your email address. You will be emailed a link soon afterwards which will allow you to reconnect to the application at a later time. Note - many times this email with link ends up in your Junk email folder.

    • If your Agency has more than one (1) Program, a seperate application is required for each program.  For example, if you operate a food pantry and a soup kitchen, you must complete an application for each.

    GRANT ELIGIBILITY

    • Your agency must have been a partner with Feeding Westchester for at least 6 months to be eligible for Food and Operation Support funding.
    • EFP's which are not-for-profit and have been in continuous operation for at least 12 months may apply for Food and Operation support funding.
    • State HPNAP contractors are ineligible for Food and Operation support awards. 
    • An EFP may only receive Food and Operation Support funding from one State Contractor in a contract year .
    • Must provide emergency food services to all persons regardless of race, creed, color, sex, sexual orientation, national origin, age, disability or marital status.
    • Must provide food free of charge or obligation.
    • If preparing and/or serving meals on site, applicant must have a permit or submitted an application for a permit to operate a food service establishment from the Westchester County Department of Health.

    *PLEASE NOTE*

    • Submission of an application does not guarantee receipt of an award.
    • Written appeals regarding grant amounts must be made within 20 days of the receipt of the grant notification email. Appeals will be reviewed by the HPNAP  Advisory Committee, which retains the right to make the final award determination. 

    HPNAP Application: Online Learning Workshop:

    • First time applicants MUST attend a HPNAP application workshop (see below). All repeat Applicants are encouraged to attend.
    • Workshop Dates(s) will be provided through a separate communication allowing you to sign-up in advance.
    • After you choose your date Feeding Westchester will send an electronic calendar invite. Be on the lookout for the invitation. Please make every effort to attend if you are applying for HPNAP grant money.  Any questions that arise while filling out the application can be addressed at these workshops.

  • FOOD SAFETY: All Soup Kitchens must carry a current permit from the County or State Department of Health in order to be eligible for HPNAP funding. If awarded funding, a one-month menu and proof of health permit will be required.

  • HPNAP OPEN TO PUBLIC REQUIREMENT: "Food assistance provided through a food pantry, soup kitchen, or shelter/residence program is considered open to the public if the meal service is inclusive of all populations without regard to gender, race, color, ethnicity, age, nationality, citizenship, marital status, sexual orientation, gender identity, religious affiliation, income, disability, and health status. To be open to the public, these operations will not exclude any population group described above from receiving food assistance services upon first request or repeat visits for food. This open-to-the-public definition does not affect the ability of organizations to limit services to a particular geographic area, establish frequency of visits, or have a ceiling on the number of individuals the organization is able to feed (based on funding)."

    Green Thumb Calendar 2025-2026:  Below, you are picking
    dates for the time period of July 2025 through June 2026.


    Select a first choice and second choice. We will do our absolute best to accommodate your first choice however, we cannot guarantee that it will be granted. When considering your delivery/pick up dates, please take into consideration upcoming holidays, closures, and your organization’s overall needs. Please note, in the event that a Feeding Westchester holiday closure falls on a Monday, Green Thumb deliveries and pick-ups are scheduled to begin on the Wednesday of that week. In the event that a FW holiday closure falls on a Monday and your delivery is on a Tuesday, you will not receive a Green Thumb delivery that month. 


    TIPS:
    (1) Please refer to your regular distribution dates as they will assist you in completing the Green Thumb calendar.
    (2) Provide your preferred delivery/pick up dates below. Please do not skip this step. REMINDER - your Green Thumb can only be delivered on the same day as your assigned regional delivery day. Feeding Westchester cannot deliver outside your assigned regional delivery day. (Example: If the scheduled delivery in your region is on a Thursday, you may only select a Thursday for Green Thumb delivery date to coincide with your normal delivery. The only exception to this is for those partners (mainly Yonkers) whose normal delivery days are Mondays, which Green Thumb does not operate on).  Should you have extenuating circumstances that require a day outside of your regional delivery day, please indicate in the box provided below.


    Feeding Westchester staff will contact those awarded the Green Thumb grant and give all info (dates, bag amounts, etc.) in June 2025. Failure to provide all calendar 
    dates will result in delay of your grant award.  Please note, applying for Green Thumb does not guarantee an award.

    *Please answer every question that is applicable. Incomplete applications will be disqualified. * You may only request funding for 2 out of the 5 categories. HPNAP Operations Support awards are not to exceed $6,000. NOTE - Applicants may only submit 3 categories requests if the 3rd category is for Equipment. In this case, the total $ amount requested may be increased to $8,000.

  • CATEGORY 4: FOOD SERVICE PAPER PRODUCTS & OTHER SUPPLY FUNDING (All applicants must answer the below questions - Remember your Agency may only apply for a max of 2 out of the 5 categories totaling $6,000 or less)

  • ELIGIBLE ITEM EXAMPLES: Plastic & paper shopping bags, cardboard boxes..... Meal programs are allowed additional item such as plates, cups, bowls, napkins, knives, forks, spoons, plastic wrap, and aluminum foil.


    ***NOTE - Supplies not necessary to the provision of food, such as office supplies, toilet paper, and cleaning materials are not eligible.

  • CATEGORY 5: TRANSPORTATION FUNDING: (All applicants must answer the below questions - Remember your Agency may only apply for a max of 2 out of the 5 categories totaling $6,000 or less)

    *** DOCUMENTATION AGREEMENT: If you are awarded Transportation support, to verify transportation costs, you must agree to maintain the followi
    documentation:
    (1) Records indicating the payment of funds for vehicle rental/lease option (Rental trucks receipts must be accompanied with proof of payment)
    (2) Mileage logs showing dates, destination, and odometer reading of mileage incurred on vehicles
    (3) Records (receipts, invoices, bills of lading, etc.) indicating that the transportation costs charged to the state were required to move food from the
    source to the EFP (Agency) site
    (4) Receipts dated BEFORE beginning of grant award time period will not be accepted

  • CATEGORY 6: FOOD SERVICE (CAPITAL) EQUIPMENT (This may be a 3rd category choice if you've already chosen 2)

    NOTE: If awarded, your agency will be contacted directly to coordinate the purchase of the proper size equipment related to your location and to confirm delivery time frame of equipment. Please note that typically only one piece of large equipment will be awarded and you are not required to submit a bid for these Capital Equipment items since Feeding Westchester will facilitate the purchase through approved vendors.

  • OTHER FOOD SERVICE EQUIPMENT REQUESTS:

    If you are requesting other types of Food Service equipment (such as metal
    shelving, hand trucks, metal storage cabinets, tables (client choice pantries only), roller conveyor belt, etc.) Please list them below in the following questions - You can request a maximum of four (4) different items.

    Attach a clear photo for each of the below required attachments. You can only attach common "photo/picture" files to the below such as .jpg, .gif, .jpeg, .tiff, .png (HINT: take a screensnip, save and then upload or drag and drop)

    NOTE - These items will only be considered if quotes from three (3) suppliers are uploaded. Quotes must include the name of the company providing the quote.
